He can't plow it into or blocking your driveway--that would be a form of trespass and/or obstruction of your right to enter or exit your property--but he can plow it onto your side of the public street, just as you could, in turn, plow it back to his side. The law doesn't restrict where on a public street the snow can be plowed (though if the plowing actually blocks or obstructs the street, that would be different--no one can block a public street without permission.) One side or the other is the same to the law.
