Your question is hard to answer in that I do not know in what context the emergency information about a particular person was provided with respect to debt collection. However, if you owe a debt to a hospital or other medical personnel for treatment, the information contained in your medical file can be used by the creditor to get itself paid assuming there is a dispute over such a debt being owed.
