Is it legal for cops to pull over speeders for tickets in a taxi/police car disguised as a taxi?

My brother sent out a warning for the town to watch out for city taxis because they may be cops inside looking for speeders to ticket. Is it legal for cops to disguise the car or use a trademark city taxi to pull over speeders?

Speed traps are commonplace; the police use them frequently. So whether a police car positions itself behind bushes on the highway or disguises itself as a taxi, garbage truck or Sherman tank, it is perfectly legal. The fact is that speeding is speeding.
