Is it legal for an estranged husband to have the power service turned off in the home he left his dependent disabled wife in?

The service was in the husband’s name.

If the utility service was in the name of the person who had it turned off and he no longer resides in the unit, there was nothing illegal per se for what was done by the estranged husband or by the power company. After all, the service order and bill were in the name of the estranged husband.
