Is it legal for an employer to ask a retail store manager to go to other local retailers and ask for the unused but filled out job applications of those they didn’t hire?

While rather unusual, yes an employer can ask an employee to do this. In fact, since most work relationships are "at will", a company can set the conditions of employment much as it sees fit. That is unless doing so violates the terms of a union agreement/employemnt contractor or are is some way discriminatory. Absent that, in this situation your options are to comply with your employer's request, refuse but risk termination, or quit.
