Is it legal for an employer to restrict all outside work

My employer recently added this section to the employee handbook. Is it legal for them to do this? I have things that predate my employment with them that puts me in violation of it.

Freelance Work
The employee understands and agrees that he/she will not engage in any other employment or business, whether for compensation or not, without the prior written consent of the CEO in his/her sole judgment and discretion.

In an "at will" employment relationship, a company can change the conditions of employment much as it chooses or sees fit. This includes, prohibiting outside employment. The action is legal as long as it does not violate the terms of a union agreement/employment contract or does not constitute some form of legally actionable discrimination. For your part, you can comply and give up your other job, complain about the new rule but risk termination, or quit this job.
