No, it is not legal. If you are hourly, you can only be docked the exact amount of time you are late. If you are salaried, you can't be docked pay at all. You may, however, be suspended, fired, demoted, even terminated--i.e. disciplined in any way, up to and including termination--by your employer for being late, unless you have a written employment contract whose terms prohibit this.
