Many states have statutes requiring notice prior to a landlord or landlord's agent entering an apartment. Usually notice is required except in an emergency.
Although you may be able to challenge the maintenance man forcing his way into your apartment after seeing that there wasn't any danger, the problem you will have is that Georgia does not have a notice requirement prior to entry into an apartment.
It would be advisable to discuss this with a landlord/tenant attorney in Georgia, and the attorney should be one who represents tenants.
