Is it illegal to videotape and compile videos from events on a party bus if all in the video are of age but didn’t consent to being on the video?

The owner of the bus takes videos shot from camera phones used on the bus and compiles all of the videos to show to people. Or it is possible that he has a camera wired on the bus. Some of the footage is provocative and sexual in nature and the people in the video did not consent to being videotaped.
