Is it illegal for an employer to not pay his employees and withhold their earnings until the next pay period?
This has been done to several people on several occasions without any repercussions. If so, what can we do about this injustice?

Under the laws of all states in this country a written placard is to be posted in a conspicuous place as to when the employer's pay period is to be and the employer is to adhere to it.
From what you have written, it is a violation of the law for the employer to not pay his or her employees and withhold their earnings when due. I suggest that an attorney that practices employment law be consulted as to the employer and a complaint with the local department of labor be made over what you have written about.
