I would say that those actions are abuse on many levels.  You need to get in there and get your elderly family member out of that situation but I would get an attorney involved to file charges criminally, with the state and to file a suit against the facility.  It is not only cruel and inhuman treatment but it is on a civil level a breach of contract I am sure.  When a person agrees to go in to assisted living there is an arrangement for a level of care that has been breached by the facility.  Get help as soon as you can.  Take pictures and names.  Good luck to you.
