Is it considered a conflict of interest if a boss accepts gifts from employees and for boss to show favoritism towards them

At my job one of the manager always
receive gifts from about a handful of
employees and they are never disciplined
even when they do something against the
handbook.

Favoritism is the workplace is not illegal unless it is due to some form of legally actionable discriminaton (i.e. is based on race, religion, age (over 40), disability, nationality, gender, etc.). Therefore, not all workers need be treated the same or even fairly. Bottom line, an employer can set the conditions of the workplace much as it sees fit absent an employment contract or union agreement to the contrary. Since you mentioned no such contract/agreement, you have no claim.
