Here are some tobacco laws:

1. Sale of tobacco and tobacco products - you need a permit: http://www.capitol.hawaii.gov/hrscurrent/Vol04_Ch0201-0257/HRS0245/HRS_0245-0002_0005.htm

2. Prohibited Acts: http://www.capitol.hawaii.gov/hrscurrent/Vol06_Ch0321-0344/HRS0328/HRS_0328-0006.htm

I have looked and looked and it appears that as long as you are not selling it, then you can grow it yourself and smoke it.  However, I would strongly caution you to consult with your Department of Agriculture and your local law enforcement authority.  Why? You never know if there are secondary laws being broken if you choose to go this route.  If you feel uncomfortable with consulting these departments yourself, try www.attorneypages.com and find an attorney in Hawaii who can help you in terms of knowing the laws.
