Bail isn't a substitute for jail time to be served on a sentence for any offense. Bail is to be released from jail after you're arrested but before your trial.
I'm not a Pennsylvania attorney, but almost every state now has a minimum mandatory jail term for DUI, at the very least for a second offense. Sending you to jail or not sending you to jail isn't up to the judge; if you're convicted, you're going to jail, and the only question is for how long.
