I would like to know what an infant summary hearing is when in connection with an auto accident?

I'm not a West Virginia attorney, so I'm not 100% certain on this usage, but my guess would be that when a personal injury action brought on behalf of a minor is settled, there has to be a hearing before a judge to approve the settlement;  the purpose is for the court to make sure the minor's interest has been properly protected.  It's not at all unusual in American law;  in other states, this hearing is sometimes referred to as a "friendly."
