What to do if in my fther’s Will it states that his life partner has lifetime use of his house but that my sister and myself have to pay 2/3 of the property taxes?

And if the house is sold, his life partner gets 50% of the sale and my sister and myself each get 25%. Is it legal that you should have to pay taxes on a property that someone else is living in?
