Can the joint owner of a bank/credit union account request a statement of transaction going back around 4 years after the other owner dies?

My father passed away; another family member was a joint owner of the accounts. The estate is under probate if that matters.

I am so sorry for your loss.  If I understand you properly and if the other family member jointly owned the account then the account should have gone to him or her upon the death of your Father.  the proceeds are not an asset of the estate. And yes, he or she can order a copy of a statement for as long as he or she was the joint owner.  Get help please.  Good luck.
