Can a 21 year old date a 16 year old?
If so, can they legally kiss? There is no sex involved.

Under the laws of Kentucky a 21 year old is not prohibited from dating a 16 year old, however that is not a good idea due to the fact that one is an adult and the other is a minor. They can legally kiss but more than that could lead to criminal charges such as contributing to the delinquency of a minor.
