In a civil case where the driver is now on SSD, can they courts tap into those payments each month?

Social security disability can only be garnished "tapped into" for debts owed to the government itself primarily tax debts and for spousal support a/k/a alimony and child support. It cannot be garnished for regular civil debts, including debts arising out of car accidents.
