If I’m 15 an my boyfriend is 17, can he be arrested for dating me even though we have never had sex?
Both of our birthdays are in 5 months; he turns 18 and I’ll be 16.

In New York state you are under the age of consent for sexual relations until you are 17 years old. While your boyfriend is at the age of consent, he could get in trouble until you reach the age of 17.

No, there can be no arrest unless you have sex at age 15. In most states, once you turn 16, such relations between the two of you will be legal and your boyfriend will not be criminally at risk since you will be of the "age of consent".
