In about 99 percent of the cases, the driver who rear ends the other car is the one who is liable for repair costs, whether or not a ticket is issued.  It's the responsibility of each driver to avoid hitting the car in front, because the car in front can't really do anything to control that.  The very rare exceptions are usually cases where the driver in front stopped short for no reason (other than to cause a collision or near miss, a road rage "game").
