If there was a felony from over 20 years ago, can it be expunged?

Yes.  A hit and run is not a felony that cannot be exunged. See, Utah Code Ann. 77-40-105.

You, need to be eligilble to recieve a certificate of eligibility from the "Bureau of Criminal Identification of the Department of Public Safety".

In order to be eligible for the certificate all of the following must have occured:

1.  All fines and interest ordered by the court have been paid in full;

2.  all restitution ordered by the court has been paid in full; and

3.  7 years has elapsed from the date you were convicted or released from incarceration, parole, or probation, whichever occurred last.
