If the driver’s license is suspended and he is in someone else’s car and hit me how do i get money to fix my car?

In PA, my car was parked in a lot and guy who they ended up taking away in cuffs
barrelled in and hit 5 cars. Mine is one. The vehicle owner’s insurance denied
the claim. How do I go after the driver to get money to fix my car?

Your recourse is to file a lawsuit for negligence against the registered owner and driver. You name both of them as defendants in the same lawsuit.
The amount of your damages (monetary compensation you are seeking in your lawsuit) for the property damage (cost of repairs to your car) will determine whether or not you can file the lawsuit in small claims court.
Upon prevailing in the case, you can also recover court costs which include the court filing fee and process server fee. A monetary judgment can be enforced with a wage garnishment.
