If someone was charged with a felony but not convicted, can the charge (arrest) be expunged?
Also, the person can prove they’re a functioning member of society because they work and attend college.

Yopu can make the application to the judge to expunge your arrest record based upon a very narrow set of criteria, and the judge has the final say. There is no uniform procedure in the federal sysytem for same but you would generally have to prove that the arrest record serves no purpose in pritecting society to keep out in the open public.
