If someone is deported and given a 10 year ban for over staying their visa, would they be able to return before the ban is over?

If there is a 10 year bar to reentry, it can only be waived by a showing of extreme hardship to a US citizen spouse or child, which is fairly difficult to prove in most situations but certainly worth a try if your specific circumstances are such that there is extreme hardship that is documented.
