If my husband has not received money owed from his employer per his contract after retirement, what can he do?

My husband’s retirement contract with his employer was that he would receive 26 weeks pay and $5000 for a misc clause. It was due 45 days (not business days) from the last day of employment. He has not received it and it is past the 45 days.

Contracts are enforceable against either party; if your husband complied with all his obligations under the contract but the employer is not honoring its obligation (i.e. not paying him), he could sue the employer to enforce the contract and get his money. He should consult with an employment law attorney, who can review the contract with him, determine his rights, and then help him enforce them.
