If he disclaims them money and he has 4 heirs including 2 minor children, can he diclaim also for those minor children?

If he disclaims, it does not go to his own heirs; rather, his share of the will's distribution (i.e. of the estate) will be distributed among (shared between) anyone else inheriting under the will; or if there is no one else under the will, then your grandmother's estate will be distributed as per your state's rules for intestate succession (what happens when there is no will).
