If Minimum wage in LA is 13.25 for big businesses, does a franchise have to pay that as well?

I work for a company that has many locations
but still pays 12.00. Its a company with
franchises but the store i work at is company
owned. There are 7 employees here

The state (CA) minimum wage is currently only $10.50 an hour ($11.00 on Jan. 1) for locations with 25 or fewer employees, and $11.00 ($12.00 on Jan. 1) for locations with 26 or more employees. If you are referring to a municipal minimum wage that would overrule the state wage, we cannot answer, since we do not know what municipality you are talking about.
A company-owned store is not a franchise and is considered part of the large entity/organization, for purposes of the state wage, it would fall into the 26 or more employee category.
