If the police find your testimony sufficiently credible or believable, they could arrest that person--there is no law specifically laying out what type of  evidence or testimony is needed for an arrest, so your testimony could legally be enough; or more likely (since they reasonably may not accept your "word" without more), they would then go and investigate that person, possibly doing "controlled buys" or otherwise looking for additional evidence to support what you told them, before arresting.

Of course, telling the police that you bought drugs from someone means that you can be arrested and charged with drug-related crime.
