If I have a warrant for missing payments on my fine and I make the payments up to date, can they still arrest me?

Unless the warrant is officially "vacated" or cancelled then yes, you can be arrested.  I would speak with ana ttorney about voluntarily turning your self in and paying up the fine so that you do not have this fear over your head that every time you are stopped you could be arrested - which can happen.
