If I bought a car and sold it for scrap with a bill of sale and then 2 months later the previous owners reported it stolen, what can I do?

If you were a bona fide purchaseer for value and you had a clean title when purchasing the car, then the purchase is not your issue and you will not required to be responsible.  However, make sure you cooperate with the police since the motor vehicle has been reported stolen. You probably won't be charged with receiving stolen property if you purchased in good faith and had no idea it was stolen.
