If I backed into my girlfriend’s car and scratched the bumper but offered to pay for it yet she didn’t fix it, do I have to pay her now?

We are now ex’s.

If she sues you, yes, you'd have to pay the cost to repair, even if she ends up not repairing it: when you damage another's property carelessly or negligently--and backing into another car is to drive carelessly or negligently--you are liable, or financially responsible, for the cost of the damage you do, and it is not your concern what the person suing you does or does not do with the money.
