If HR told an employee not in HR private information about another employee having an extramarital affair, is there any legal recourse?

There is no right to confidentality in the workplace. Accordingly, while unprofessional, unless this disclosure breached the terms of an employment contract or union agreement you have no claim here. The fact is that most employment is "at will" which means that a company can set the conditions of work much as it sees fit (absent some form of legally actionable discrimination).
