To answer your question, i would need to know why the passenger pulled the car driver's arm that resulted in the car jumping a curb and causing damage to it. Was the driver starting to fall asleep and the passenger tried to alert the driver resulting in the accident or was the passenger fooling around with the driver causing the accident?

With respect to the former example, the driver who was falling asleep would appear to be responsible to repair the car's damage because the passenger was trying to help him or her. In the latter example, the passenger's negligence caused the problem and the passenger should then be responsible for the repairs.
