The auto manufacturer should pay for the repair. When there is a recall, the auto dealer makes the repair at no cost to you. For example, General Motors has recently recalled millions of cars for various problems, and the General Motors dealers make the repairs at no cost to you. The cost of the recall and repairs is GM's responsibility.
