ceilling falls in with soot dirt and who knows what else breaks a camera and ruins other personal belongings can he be liable?

Usually not, which is why tenants are advised to purchase rental insurance. However, if the landlord knew of the potential danger that the ceiling could fall (the ceiling, for example, has not been maintained) or you complained to the landlord about the ceiling before it fell, then you may be able to prove liability.
Not knowing what caused the ceiling to fall, or whether or not it was something the landlord could have prevented, you should seek legal advice from an attorney with experience in landlord-tenant issues.
