If I work at a tattoo shop and they want to make me a Notary Public to seal parental consent forms for the shop, is that legal or a conflict of interest?

It is legal and it is not a conflict of interest. Notaries can notarize forms for their own employers or which are  in their employer's interest--that's why, for example, banks often have staff members who are notaries, so they can notarize various bank and loan documents.
