The fact is that in an "at will" employment relationship, an employer can set the terms and conditions of the workplace much as it sees fit or deems necesaary. This includes, making scheduling changes with little to no notice. So unless this action constiutes some form of actionable discriminaion or violates the terms of an employment contract, union agreement or company policy, it is legal. Additionally, if you do not comply with the work hours scheduled, you can be terminated for this. In fact, in such a situation, an employee can be fired for this reason, any reason or no reason at all, with or without notice.
