If I work as a leased vendor manager inside a major department store, was it legal to give out my personal number to an irate customer?
An angry customer came in and one of the department stores’ managers requested my phone number from my sales associate under the pretense of calling me themselves but instead gave my personal number to the customer.

Yes, it is legal. A phone number is not considered protected personal or confidential information, the way a social security number it; anyone who has another person's phone number may give it out, unless there was a written agreement to not disclose it.
