Is this legal? Do I have to sign it?

Does this action violate company policy or an employment contract, union agreement or the like? Does it constitute some form of actionable discrimination or retaliation? If not, then it is legal. In an "at will" employment relationship, an employer can set the terms and conditions of the workplace much as it sees fit. This includes having an employee sign an agreement such as the one your employer wants you to sign. If you fail to do so, your employer can fire you. In fact, it can fire you for any reason or no reason at all. For your part, you can either sign the document or quit.
