If I was in an car accident several months ago, should I send the at-fault driver’s insurer my medical bills and give it access to my medical records?

My car was hit in the rear by another. I have been going to the doctor and physical therapy for a neck injury. I have been talking to the other insurance company letting it know that I am still under a doctor’s care. I have not send it any medical bills of yet. Today I called the company and it said that I need to send it information on my condition (medical bills) quickly.

The adjustor can not agree to pay you anything until s/he sees your medical bills and any evidence as to lost wages.  That said, the adjustor is very likely to low ball you, especially with respect to pain and suffering damages, if you do not have a personal injury attorney.  You should consult a personal injury attorney in your area.
