If you have collision insurance file a claim with your carrier right away. If not, see a lawyer in your state ASAP.
Most (and I thought all) states and the Federal government have passed laws that essentially waive immunity and permit people to sue the state and local government units and officials for the type of ordinary negligence that exists here. However, they typically require some prescribed form of formal notice be given to the state in a short while, and some require the suits be brought in a special court.
I am not a Pennsylvania lawyer but it sounds to me as if they are feeding you garbage.
