If I was at fault in a car accident a little over 2 years ago, is it legal for one of the passengers in the other car that I hit to sue me now?

I was only 17 and the lady refused medical help at the time of the accident.

If the statute of limitations has not expired, you can be sued for negligence by a passenger in the other car.
Sometimes an injury does not manifest itself immediately and may appear after the accident.
If she was unable to settle the case with your insurance company, her lawsuit can seek compensation for her medical bills, pain and suffering (an amount in addition to the medical bills) and wage loss.
