If the school either deliberately let the other person do it, knowing he or she would commit fraud, or if the school was negligent (unreasonably careless) in allowing someone else to have or access your personal information, then they could be liable (financially responsible) for any costs, losses, etc. you incurred. If the school itself was deceived or the information was stolen from them, however, so that they did not do anything wrong, they would not be liable; liability depends upon an intentional wrongful act or unreasoanble carelessness.
