What to do if I sold my car a year ago for under bluebook value and the state is now requesting proof from the buyer he paid bluebook value before they issue him tabs and a title?

I sold it after my DWI. The seller said I could write an explanation of why I sold it at that price so he doesn’t have to pay the difference. What is the correct approach to this situation?

Particularly because you mentioned "I solD it after my DWI", I would need to have much further detail in order to provide legal advice for the issue you described.   I was also confused that you wrote "The seller said..." - did you mean 'the buyer'?
