If I purchased an item with a check on eBay but never got item and the seller refuses all contacts, what are my options?

You may not have any workable options, if eBay's own internal customer dispute procedures don't give you any relief or recourse: that's because if eBay can't help you (check their terms of service and/or contact them with a complaint), the only way to get your item or get your money back is to sue the seller. If he is local (same county) and you know or can easily find his physical address, that's workable: you could sue in small claims court, acting as your own attorney ("pro se") to save on legal costs. But if he is not local, you'd have to sue in district or county court, where the complexity, costs, and time to complete the suit all go up dramatically; and if you can't easily find a physical address, you can't even serve him, or start the lawsuit.
