Although I really need more information my gut instinct is not only is it probably a violation of the law not to treat her it is most definitely unethical and they could get in to a whole lot of trouble depending. Are they a private hospital? Is the insurance coverage different from your coverage? Is she an adult and independent? I would contact the state Deaprtment of Insurance and the state attorney general's office. Good luck.
