You can only apply for TPS if you are from a country whose nationals are currently being granted TPS status. You cannot just apply for that status simply becuase you have overstayed your visa. Also keep in mind that it is not the visa that is relevant for purposes of determining an overstay, but the I-94 card, as that is your authorized period of stay determination while in the US.
