I suggst that you look up a lawyer in the town that the bank is located in that practices in estate and trust work.  The lawyer will be able to provide you with direction as to otaining this letter and effectively communicating to the bank exactly what you need to get the ring.  The lawyer is the best way to open the lines of communication here.  If money is a problem, then i suggest talking to the clerk at the probate court.  Is an estate opened?  Are you the administrator - i.e. taking charge to be responsible to making sure your dad's estate is wraped up.  Without more information I am not able to advise you.  Howevr, you should see a lawyer and explain the whole situation as that is the first step.
