If I’m currently looking to change our service company’s logo, can I use a variation of California’s state flag?

This is potentially a dangerous thing to do. Legally, you may use the image of your state's flag; however, since the state flag symbolizes state authority or power, using it (even a variation of the state flag, unless it has been changed so much as to *clearly* not be the state flag) for a private business could be considered form of deceptive or fraudulent advertising, implying a state-connection or "official-ness" to your business which does not exist.
